In the event we offer programming for radios in which we sell you must purchase the radio using the "buy it now" option or win the auction.  Do NOT pay immediately and send us a request for programming price and let us know what programming needs to be done, we will quote you and if you approve we will revise the eBay invoice and send it.  Then you can pay. Programming may delay shipment by a day or two depending on our workload.  Here in the United States, you MUST be the FCC licensee or be able to provide us a signed letter from the licensee giving you permission to have their licensed channels in the radio.  We NEVER program for anyone's trunking system, sorry.
